Who decides what is junk?

This afternoon CNN was reporting on a story about a school district in Massachusetts that has banned all junk food in the lunch room.  That’s right all junk food, not just in vending machines.  The only problem I have with this is who decides what junk food is? 

When my daughter was growing up I never allowed her to have white bread.  In my opion white bread is junk food.  So are most processed fruit juices and many protein bars.  So who decides what is junk?

Beyond that there is another basic problem, how do you get a kid to eat food they don’t like.  Is it better having a kid in school that hasn’t eaten at all because they trashed the good for you lunch, or is it better to allow some junk so at least they are eating something.

CNN did not say if this was a school that still had actual PE classes, but perhaps expanding or starting some type of mandatory physical activity is a better answer.
